"But I say to you"
Jesus moves the law from the outside world of actions to the inside world of the heart.
He's not changing anything just making its intent known.
I'm so quick to make judgements about what people do and say assuming that I know and can make sense of their whakapapa, their history, upbringing, relationships, experiences, thoughts and emotions. I can't make sense of my own most of the time let alone what someone else does.
"But I say to you" lets us know that there is so much more to people, to us, to you and me, than adherence to a set of rules, whether they're God's, our culture, our society's.
"But I say to you" lets us know there's more for us to discover, to learn, to grow in, and to grow into.
"But I say to you" lets us know that Jesus wants more for us, that were made for relationships, and it's there, in communion with Him, that we can come fully alive.
