not with perishable things like silver or gold,

Pete is writing to the church scattered.
Living under the authority of others.
And he is reminding them of the bigger reality of freedom. A freedom that cannot be purchased with the things of this world, but only thru Jesus.
He's just described the imperishable, unfading inheritance that we now have, and here compares it to the perishable one, one that holds out the promise of being all we need, but cannot hold the weight of that.
The only way for us to be heirs, sons and daughters, to be free, is through Jesus.
We're going to step out of Level 4 or Level 3 and it's going to feel like freedom. 
A taster.
Our ultimate freedom has already been purchased, and it's already here.
