God allows heaven to break through with this massive light and sound show and the only people He chose to reveal Himself in this way to was a group of shepherds. Not the ruling elite (the Romans), not the religious elite (the Jewish leaders), not the powerful, the property owners, the famous, the rich, the educated or the powerful. He chose a group of shepherds out in the boonies.
God relied on this ordinary group of people working the night shift to bear witness to what he said about the saviour of the world arriving. They'd never written a book, made a podcast or delivered a sermon, yet they were the ones, the only ones, that God revealed himself in this way to.
He speaks to, and through, anyone He chooses. Our constructs of who is more or less important don't matter a bit to our God (& just maybe they should matter less to us too).
