"I am not sorry that I sent that severe letter to you, though I was sorry at first, for I know it was painful to you for a little while.
...
For the kind of sorrow God wants us to experience leads us away from sin and results in salvation. There's no regret for that kind of sorrow.
But worldly sorrow, which lacks repentance, results in spiritual death."
2 Corinthians 7:8, 10 NLT
This is a letter from Paul to a church in Corinth so we don't know the back story for this, but we do get some interesting things to consider:
Confronting others is difficult. Paul found it difficult to write what he did.
Speaking the truth into someone else's life causes pain. No one really wants to do that.
This truth telling came from a place of relationship first.
Out of the pain, the sorrow, came change.
Real change.
Not change that made Paul feel better or that he was right, but change that led away from sin, and towards salvation.
Heart change, not just some external "I said I was sorry, let's just move on".
With God, it's always a heart thing.
Why?
Because He Loves us.
