I urge you, first of all, to pray for all people.
Ask God to help them; intercede on their behalf, and give thanks for them.
Pray this way for kings and all who are in authority so that we can live peaceful and quiet lives marked by godliness and dignity. This is good and pleases God our Savior, who wants everyone to be saved and to understand the truth.

This letter to Timothy has already stated there's a thing going on with false teachers, and now there's other groups of people Paul wants Timothy to be interested in:
Everyone.
Those in charge, in authority in the community.
Why?
Because our God wants everyone to know him, everyone to be shaped by relationship with Him, to have God's Truth interact in their lives.
Even those with power.
Even those not like us.
Even those with different religious or ethnic backgrounds.
God's idea of community is bigger.
So Paul asks Timothy to pray for "them".
Who are our "them"?
"Ask God to help them, intercede on their behalf and give thanks for them".
